It is Salad Spinner art.
1) Get a piece of paper or card stock.
2) Then trace a circle on the paper.
3) Cut out the paper.
4) Put the paper in the salad basket.

5) Put the salad basket in the base of the spinner.
6) Drip drops of paint onto the paper.
7) Put the lid on and spin.

Take the lid off and see your art. My little guy loved the results.
